dc.description.abstractA computerized streamflow model was developed that allocates water by the doctrine of prior appropriations. The function of the model is to simulate the impacts of physical or legal changes in a stream system managed on the basis of priority of water rights. Given a specified value of streamflow and a desired level of demand, the model predicts the amount of water available to individual users. The model has been applied to the White River in Colorado. Results indicate that the model is a useful tool in predicting streamflows and water availability for individual users.
