Aligned project delivery: aligning risk, effort, and decisions for better outcomes and greater value

Abstract

Public infrastructure projects are increasingly complex, yet most are delivered through processes that separate design, cost, and construction. This limits transparency, misaligns incentives, and leaves the cost of risk embedded in the project through conservative estimates and contingency. Aligned Project Delivery (APD) is a methodology developed and refined across 25 years on water infrastructure programs in Colorado; it has been applied to more than $365 million in projects that resulted in no claims, lawsuits, or cost-add change orders. APD does more than improve project outcomes: It changes how teams experience the work by building relationships and shared ownership that extend well beyond a single project. Over time, teams using APD develop trust and continuity that conventional delivery structures rarely enable. The result goes beyond higher quality projects to a stronger professional ecosystem-one in which owners, engineers, and contractors grow together, learn together, and show up more fully to the work. This paper introduces APD to practitioners by describing APD core principles and the conditions that enable it. Beyond infrastructure, APD may be applied to other project types to define scope, manage risk, improve constructability, and optimize overall project value.
