The memo discusses the Flood Control Act of 1950 that authorized a project to improve the channel of the South Platte River from Denver to Fort Morgan and the limited progress of that project. It goes on to express concerns that the increasing population of the Denver area would result in greater likelihood of future floods and flood damage if steps are not taken. To address this, the memo introduces the included resolution for the Colorado Water Conservation Board to request that the Army Corps of Engineers initiate the necessary planning that would result in the improvement of the South Platte River channel from Denver to Fort Morgan according to the Flood Control Act of 1950. The resolution also states that as an intermediate measure the Army Corps of Engineers be requested to initiate further snagging and clearing projects along the South Platte River and its downstream tributaries as authorized by the Flood Control Act of 1937 and that emergency bank protection works be constructed as required under the Flood Control Acts of 1944 and 1946.
