From the foreword: The papers presented at the 11th Oil Shale Symposium reflect the promises and concerns of the present with respect to the commercial development of oil shale. It is both significant and of great concern that there is little to report in the area of development policy. The Federal Government has been wrestling with an overall energy policy for the past five years and, as of this moment, has not produced a policy statement of merit.
