    Abstract
    Correspondence between Delph Carpenter and others regarding Rio Grande Compact negotiations, water storage, treaties with Mexico, and use of public lands for irrigation development and common topics. Main correspondents are J. O. Seth, Herbert Hoover, George W. Corlette, Ralph Carr, J. C. Wylie, and Hubert Work. The folder also contains a 1908 address to the 16th National Irrigation Congress by A. R. Manby entitled, "Water Rights and their Conservation as Applied to the Rio Grande and its Tributaries."
